The easiest first step is to do a walk through on your porch with a screw driver. Is water pooling on certain areas? Does the wood seem weak? Take your screw driver and push down into the wood, and if it is soft then you know your wood is deteriorating or rotting. Some other ways to tell if you deck is rotting is:

Smell: Does your deck smell badly? This again is a sign that mildew and mold have affected the wood
Loose Floor Boards: If you are noticing the boards are wiggling or moving when you walk on it, this is another sign that the deck is beginning to fall apart
Railings Moving: This is not only a sign of breakdown of the wood but also can be a safety issue, and should be addressed.
